Maybe some of the lesser lights and crewmen had CPO rank. We just never got close ups of their uniform rank squares/pips to see if they were any different looking. In "Where No One Has Gone Before(TNG)," Starfleet warp specialist Kosinski was in Starfleet and had a gold engineering uniform with an unusual rank designation pip on his collar. Maybe he was a CPO?
