The theme is for people who make something of themselves even though they were in bad circumstances. People who do not let those circumstances define who they are going to be. They rise above those bad circumstances; they're better than that.

DS9 Theme: A rather tragic example. Ziyal refused to let the racial problems between her father's people and her mother's define her. She accepted her heritage as a half-breed without judgement of either parent race. Sadly, her wisdom in seeing that Cardassia = Bajor was set against her blindness in believing that Dukat = Kira. Her story both reaffirms and adds a cautionary extra clause to the theme of rising above your circumstances. Or so I ponder.
