For me, I think the situtation with the women in standard uniforms is two-fold. First, there's the basic fact that I find them much more physically attractive in the uniforms than I do in the catsuits. Second, there's also the fact that from an in-universe perspective people like Troi, Seven, and T'Pol should have worn the uniform full time and not catsuits.
With Kira, it made perfect sense for her not to wear a Starfleet uniform, until she finally donned one. Therefore, it doesn't bother me when she wears the Bajoran one. With Troi, Seven, and T'Pol, however, I simply can't see why (from an in-universe perspective) they were allowed to wear civilian clothes. Of course, we all know the real world reason - the producers wanted them to be sexy and, as far as the powers that be are concerned, catsuits = sexy and uniforms = not sexy.
