I believe it is a British dialectical form which would be 'who/that will give you' as you suggest. It sounds like something one might come across in Dickens, especially some street urchin or other poor/lower class character. Looking through Oliver Twist, it's the Artful Dodger speaking to Oliver in chapter 8. He's soon to be introduced to Fagin.
"To be up a gum tree" means that someone is at a loss,is having some difficulty or is stuck on some task. It seems that the term might have nothing to do with gum trees.

The little I can find out about it in a quick search is that it means 'to be in trouble or in difficulty' It may be an archaic and unused expression. I certainly don't recall hearing it, though I have heard to be 'up a tree' for being in trouble.

Well if your website in correct about the usage dates than my explanation can't be right because the term would predate the seige of Lucknow.
