Given the different angles, can we confirm that the console see in "The Tholian Web" is in fact the same console as in the other episodes? (I mean, the rhetorical question, "Why wouldn't it be?" is one thing, but it's not the same as direct evidence.)

Mainly, the top being black and the side being gray makes me wonder.

Hard to say since we only see the back and top and sometimes the side and that one time in "The Tholian Web" the control panel. From the side there appears to be a red lip or extension to the front of the panel but I don't know how many times that appears or if it is consistently in the EMM room.

Is there a pic from The Tholian Web? Some of the links seem broken.
 
The console in the Tholian Web is the only one with a prominent red lip, the other console at the grill of engineering doesn’t have it. It also appears in The Lights of Zetar. So I assume that the EMM console is not identical to the engineering console.
It would be logical to have a console as technical as in engineering rather than the barren one with a round switch and a grill. I guess the prop department used just an empty console that was supposed to be seen from the back and when it came to shooting of The Tholian Web they simply fixed the round yellow gizmo and the grill to it. Maybe those two gizmos were there from the beginning since the red lip is quite thick - you can see it in the Lights of Zetar - in order to hold the grill.
 
There is a console in either "Charlie X" or "Mudds Women" (pretty sure it's "Mudds Women") shown in a screen room off the corridor that has what I believe to be this same console. From what I recall, it is blank with nothing but a flat surface. I think in "The Tholian Web" they just laid that screening looking thing on top to give it a little detail. Most of the time this console when this console appeared on screen, you could never see the control surface area.

In MW the camera was behind the grill, but in Conscience Of The King we have McCoy and Spock walking past it from the outside - the console you mentioned is visible here (along with the air tanks from the Galileo 7!)

I couldn’t find the control view of the console in Mudd’s Women! In Conscience of the King we only have the back view.
