Executive Orders.
At the end of the previous book, a plane crashes in to the Capitol building, killing the President, the Cabinet and much of Congress. Vice President Jack Ryan becomes President as a result, but with no Congress or Cabinet he has to legislate via executive orders to begin with.
The book also deals with the prior VP claiming not to have actually resigned and that therefore he is actually President, not Ryan. He then shoots himself in the foot, by litigating against Ryan over one of his Executive Orders. by doing so, he actually admitted Ryan had legit authority to issue said Executive Orders.
