I'm inclined to believe that Earth always had the oceans.

Are not the oldest rocks also sedimentation rocks too? As in associated with water?

As I understand it most sedimentary rock aren't dated before 3.8bya. There just aren't many older rocks left.

You'd do better with this argument:
