The 2nd Rule of being a Time Traveler is to have your Time Travel Agency HIDE the personnel Roster info and keep it super encrypted so that your REAL info can't be found and used against you.
That means your Computer Security needs to be top notch.

In Ent Shockwave, 29th century Earth was not temporally shielded and therefore cause and effect f*cked it when a new time line superseded it's relevance.
I can only assume that they trusted Temporal accords to do the same work as Temporal shields.
