My feeling, from many discussions with RA, is that he views licensed spin-offs as a necessary evil. That fits with the view of many, many fans; there are lots of ST fans who never support any tie-ins at all. Licensed products are bought by less than 2% of the audience attending a ST movie in cinemas. RA appreciates canonical ST, and especially that which derives from Gene R himself and the people GR entrusted to carry on the flame. So, during his time as Gene's representative, vetting proposals and manuscripts by the licencees (alongside the reps from Paramount/Viacom Licensing), any time the licensees tried to stretch the envelope he would come down hard on them.

If I remember correctly, that is not Sulu on the cover but rather a professor who is vital to the plot. Edit. I stand corrected, that is indeed Sulu... I always thought it was Mordreaux
Yes, Sulu's longer hair and new mustache are specifically mentioned in the book. When it became an audio presentation, the Sulu subplot was excised to meet a 90 min running time, so the Kirk/Spock cover from "Triangle" was used instead.
Richard still does freelance consulting work for conventions and licensees, and knows lots of people at Paramount. While some fans and writers don't like him, many of the ST actors and convention organizers value his insights. He still gets invited to lots of conventions. It was no surprise that he'd end up on friendly terms with at least some of the production team and be offered a cameo in JJ's film. He was also in ST:TMP.
