No, it makes no difference which one you read first, because they don't overlap. A Stitch in Time is written in the form of Garak's letters to Bashir and takes place on Cardassia right after the Dominion war with flashbacks to Garak's earlier life on Cardassia, on Terok Nor during the occupation of Bajor and on DS9. Avatar takes place on DS9 and Bajor a few months after the Dominion war.

Though I recall one of the novels involves Julian reading something on a padd and explaining that he's on page 300 of a letter (". . . It's from Garak." "Oh.").

^True, but it's a passing allusion and doesn't compel any particular reading order for the books involved.

As mentioned the order doesn't matter, but I'd like to highly recommend 'A Stitch in Time', it's really good.

I read A Stitch in Time first, and that way it serves as a prequel in a way. Otherwise it will be an aside, and will distract you from the main storyline for a while. (Like The Left Hand of Destiny)
