Has anyone noticed that the fade in from act breaks seem to have been shortened by a few seconds? It is very noticeable to me, but then I have seen the episodes dozens of times, on TV, VHS, DVD and streaming.
 
I haven't noticed that. I don't know if I missed it before and it was always there or if something changed in the past few months but the sound quality seems better on Paramount +. Before I got P+ I had Apple TV and bought the collected seasons of DS9. They were good, but the audio didn't always play from my rear speakers. But on P+ I get the full surround sound. So now, if I want to do a DS9 rewatch I do it on P+.

I haven't checked it out on Paramount plus, but when the trek shows was still on Netflix, I'd notice that the episodes seemed be the version edited for TV broadcast after they first came out rather than when the shows were still on. I believe a few like Caretaker is missing a scene or two since the days they were being aired on networks like Spike, etc.
