I introduced the enter as many times as you want rule in the TNG and VOY Avatar Contests to compensate for low numbers of contestants.

But... then aren't people competing against themselves? Or am I overthinking this? I was just planning on holding the members' loved ones hostage until they submitted their entries? Is that wrong?
