This is a clever idea to explore in a series regular character -- I like it. Could be the equivalent of DS9's success with the Trill -- taking a wisp of a species concept explored in a previous one-off episode and really building it out into a fascinating culture.
They were faster. In "That Which Survives", the Enterprise is able to cover a thousand light-years in roughly twelve hours. In The Final Frontier, they were able to get from Earth to Nimbus III then to the center of the galaxy in a few hours. In "Where No One Has Gone Before", Data quotes travel times that would have the Enterprise-D travelling ten thousand light-years per year.
Distance has never stood in the way of a Trek story.

Yeah, they were faster in the same way that the crew used hand "lasers" in The Cage...the writers/producers didn't care or know enough to get the dialog correct. I am sure many science consultants were ignored when they objected to things like traveling to the center of the galaxy (Trek V), traveling outside of the galaxy (TOS x2), traveling to Qo'nos in 4 days (ENT), or back from Qo'nos in about 30 seconds (STID).
I would argue that in the balance (based on the mass of TNG/DS9/VOY, where things were mostly cohesive and somewhat thought through) 24th century ships travel at max 1000 lightyears per year, and previous and later ships should be adjusted accordingly. And since Discovery's writers seem to be pretty hip to all things Star Trek (including the 24th cent), thus Saru won't be from the Gamma Quadrant, except via some non-normal/one-time transit option like a unstable wormhole or alien influence.
I'm sure someone knows.
Also, given the variety of hunter aliens out there, this could be a variant of the Tosk, or another species bred by the Hunters.
