Does anyone know what this is?

I don't know what it is. But I doubt it's Phase II promotional material. It lacks the actual name of the series, no network or production company identifier, no "coming soon" or similar wording, and none of the new characters.

Probably something made in the 80's, whatever it is.
 
Gobs of merchandising color corrected the shirts in the 70s and early 80s. It was usually done to add eye catching color. Sometimes it was cost cutting/ effective. I had paper birthday plates when the animated series was on depicting most if not all characters in red shirts.

I seem to recall Star Trek The Phenomenon being the name of a TV special from around the time The Motion Picture came out. The host talked about the enduring appeal of the show and interviewed Leonard Nimoy. Perhaps, it's a flyer for that.

There are many things wrong with that idea. For one, Spock wasn't going to be in Phase II, at least not as a regular. And the Phase II promotional art that did exist used Mike Minor's redesign artwork for the Enterprise, while this is a stock shot of the TOS ship. And the early posters for ST:TMP used a different logo, which you can see here. That means the final logo wasn't designed until later, so there's no way it could've existed on a piece of promotional art made for Phase II.

How could Paramount screw up Spock's shirt color?
Depends on who put the package together. Not everyone in Paramount's PR or art departments are Trek experts.

You don't need to be an expert for something so simple, that's why I think it might have been deliberate: The Big 3 wearing the 3 different colors.

Kirk, Spock and McCoy were also given the same hair color. Sounds like they did it fast with little research.
 
The artwork on that thing is pretty sloppy overall, a cheap collage of a few stock elements. It's clear there wasn't a lot of care or attention given to it.

If you can dig it out, is there a date in it? Was it meant to promote syndicated reruns, or home video sales? Was it aimed at the fans or TV stations?

I'd like to label the jpeg correctly in my files. :bolian:

I saw this auctioned one convention by Richard Arnold. It was a folder used to compile syndication information for TV station execs. Created about 1985.

He pointed out that the colorist had given Spock the wrong shirt. Advising on such matters became part of Richard's job after such glitches. (Often, they'd pasteup the Enterprise upside down.)

It's not "Phase II".
