I thought that originally. However, thinking about it (perhaps too much!), a time lock implies that that time is in a separate bubble that you can't get into or out of. If you can just age through it, well it's not that good of a time lock is it?! It's not really a seperate bubble that's locked off.
But, you're probably correct in that's what RTD intends.

Liked everything, but the dodgy sfx when the Tardis entered the cascade. Made the mistake of watching it with female friends meaning that once the doctor started regenerating I couldn't hear the episode for the sound of cursing being thrown at RTD!

Actually, her confusion could be understandable. She does know the Doctor had more companions after her, namely, Donna Nobel, who's traveling with him now and who he met soon after Rose was lost. She has no reason to suspect that there was a Donna-free gap, so that, combined with the fact that she was expecting to be the person who hadn't been connected yet,* explains her, "Where the hell did you come from?" reaction when Martha appeared.
* And really, it's kind of embarrassing that Harriet Jones, former Prime Minister, made this whole computer program to find people the Doctor knew, but couldn't tell that there were five parties on the conference call instead of four.

If Harriet was true in her call to save the world when the doctor is swanning off, then why did she devote all her resources to effectively making a "pager"? Something she should know that Martha could have already done... (if it wasn't broken.).

I wonder if the Valliant took out any Dalek saucers with it's big honking Vorlon gun?
