After the Enterprise NX-01 was decommissioned and the Federation began building new ships with NCC attached to the registry number they gave NCC-01 to the NX-01 as a means of Honoring their accomplishments?
 
I like the idea, but probably not. It's still referred to as the NX-01 250 years later. The NCC designation probably started with whatever ended up being the first ship jointly designed and constructed under the Federation.
 
In the novels the Enterprise was decommissioned just before the Federation was founded (due to wear and tear from the Romulan war and other conflicts) and the Endeavour was the one to get the refit and NCC designation. Obviously that isn’t the case here.
 
IMO, NX for experimental starsips (prototypes), (first ent, excelsior, defiant...), and NCC for starships with tested and (debugged?) design

So, when we saw Excelsior she was nx, new experemental starhip. Sulu's NCC Excelsior was a ready, tested starship, ready for duty. Also, DS9's Defiant was an experimental starship, equipped with romulan cloaking device, VOY's Prometheus is NX, as I remember, too. All other ships were serial ones (many starships of one class), so they were NCC.

I think OP is referring more to re-desginating the NX-01 as the NCC-01 post-Federation Starfleet.
