That's pretty hyperbolic. There's speculation within reason and then there's speculating on the basis of nothing, which is what's going on here. They're showing/telling us there's one Queen running the Collective because that's what they want the audience to know and understand about the Borg. When Future Janeway, someone with exhaustive knowledge and experience with the Borg and their Queen, makes a statement like, "...by the Queen herself," the show is telling us there's one Queen. They didn't lose anything beyond a single cube. I think assimilating the Federation is far less of a priority for the Borg than you're making it sound, and my primary evidence is the fact that they did only send a single cube.

I don't know about that. They might not bring any new valuable skills, or knowledge to the table, but they'd still be valuable, even if only for menial work.
