I might have even explained Taurik.

I personally assumed that their parents wanted to make some sort of sports team and couldn't be bothered waiting to make their babies one at a time.

Thing is.

If the Romulan government knew, Telek's ship wasn't military if that means much, they would have secreted a data recorder and transmitter on Voyager without anyone noticing, and a receiver on the Talvath to unveil a host of secrets about Caretaker technology and all the other goings on of Voyager in the DQ.

Makes sense that the Romulans wouldn't tell the Feds about Voyager. We should remember that prior to TNG's 1st season, it had been a VERY long time since humans and rommies chatted... No doubt the files were checked out by the TalShiar and put on cold storage, never to be seen or heard again

And, it's the activity of the good guys not to pervert time for ones advantage. Surely the Romulans have legal issues and a secret police just like Starfleet to make sure continuity isn't flipflopping for reasons of ecology and conservation?
