I would rapidly freeze to death in water that cold.

That does sound pretty cold to me. A 73F day is a typical fall/winter day around here so while the air wouldn't be freezing it would require at least a jacket, especially if there was any hint of a breeze. I seem to not retain any heat at all, so I'd probably be wearing more than two layers. I don't swim anymore because even on a hot summer day pools feel too cold to me, so I don't know how well I can judge how others might feel in a 73F pool. I would definitely have started making excuses if I had been there, suddenly feeling that time of the month coming on. I feel cold just thinking about it. I am so glad we never had to do swimming in my schools.
73 is sundress weather, not sweater weather!
I agree with this. I don't have a jumper (sweater) on if it is above about 16-18C.

Not at all 23° C in Victoria, BC would be a very nice day it was 14°C (57°F) here to day.
Was this for a field trip or a class activity though? If it was for a field trip, I think they shouldn't have to swim if they don't want to.

OK, if that's what you think. I was just saying that I'm assuming this was for phys ed, so they were probably learning something swimming related. If it they were truly concerned about their safety, that's fine. But if they just didn't feel like swimming because it was unpleasant, it would be different.

I'd definitely wear shorts and a tank top in 73 degrees, but I sure wouldn't want to dive in a pool!

I started doing squats a couple weeks ago; I've literally never in my life had muscle soreness like that after the first time, but it felt great and I have almost doubled the weight I can do already now. Squats rule, it's my favourite exercise.

Sounds like perfect conditions to me, and if not perfect, then certainly not health threatening. Those kids would probably have found a reason to complain about any form of exercise since Australia is now officially fatter than the United States. The outdoors, sporty reputation of Australia is sadly no longer a fact.
I consider Finland quite warm. Then again, I'm from Winnipeg.

23 celsius is a pleasant enough day. If you're wearing regular clothes. I sure wouldn't be swimming outdoors in it. Needs to be at least into the high 20s for that.
However, in this case, they were just kids in school and it's the god-given right of any PE teacher to torture the children in his classes as he sees fit. That's why people become PE teachers, isn't it? Besides, it teaches the kids character, and reminds them that for most of them, the cold world will shrivel up their hopes and dreams just as surely the cold water will their scrotums.
