I just re-watched this episode and realized I like it. The episode is the one where Harry breaks the rules regarding intimate interaction with a newly-encountered alien species. It's funny and ridiculous at some points (how many times did Riker and others, but mostly Riker break those regulations?). However, I also find some of it heartwarming -- I think the scenes between Janeway and Kim were well done. The scene where Harry tells the doctor about it was hilarious.
For me, this is one good thing that came out of keeping Harry over Kes. I don't know if it's enough (I would have liked to see the Year of Hell with Kes in it), but I do know I had fun watching it.
