Was it ever apparent with Scotty on screen?

Once or twice. There was a scene in The Trouble With Tribbles later on in the episode when Scotty's carrying a whole lot of tribbles in his arms and you can see the gap where the finger should have been. I think there was at least one other but can't remember where from.

The close ups of Scotty pulling the transporter levers (shot with a stand-in) show Scotty is supposed to have ten fingers. James Doohan, however, lost one in the war.
 
Star trek 2009 was Lenard Nimoy's firs live action role since star trek undiscovered country.

Actually Leonard Nimoy appeared as William Bell on "Fringe" in between those two. (2009) was however the first time he had appeared as Spock on film since Undiscovered Country.

There is also the scene in The Voyage Home, in which Scotty creates the transparent aluminum formula. You can see the gap when he taps the keyboard. I feel a bit sorry for Doohan. Thank goodness his injury wasn't more serious!

Well, it was more serious than just losing his finger! James Doohan took 6 rounds. According to Wiki he took "four in his leg, one in the chest, and one through his right middle finger. The bullet to his chest was stopped by a silver cigarette case. His right middle finger had to be amputated, something he would conceal during his career as an actor."

He was a very, very lucky man! ( and it is amazing that something like a cigarette case may have saved his life! )

Most obvious is the scene at the beginning of STV, where Scotty is opening the bag of goodies that Uhura gives him. The lack of finger is just there.
 
At the time Jeri Ryan landed her role as Seven of Nine in Voyager, she just happened to be Co-Executive Producer Branon Braga's girlfriend.

Jeri Ryan was cast by Jeri Taylor.

Although, I don't know when Braga and Jeri Ryan started dating, Braga didn't become Voyager's co-executive producer until the fifth season, the year after Jeri Ryan was cast.
 
Before he got the job as Commander Riker on TNG, Jonathan Frakes worked for Marvel Comics, where he dressed up as Captain America for events.
