Did they think TWORS was going to be the last episode?

It ended in a very "leave in hanging" kind of way, plus they did that "My Way" thing at the end of confidential.

Thoughts?

Yes they knew but only on those days when they ignored Matt Smith's contract, the 50th anniversary being planned and the upcoming Christmas Special.

No, no one thought TWORS was going to be the final episode. Why would they, with a Christmas special already in development, and a new season officially announced by the BBC?

Mind you, it's true that aside from the Christmas special, this will be the last new episode until September next year. So in a way, this is kind of a final episode, but no moreso than Journey's End was. And some are already speculating that when the show returns the Doctor will have a new companion, so I guess that would make this the finale of Amy and Rory's run.

As for whatever they had on Confidential, Confidential itself is coming to an end.

I don't think the cancellation of Confidential was a surprise to the people in charge. I might be proven wrong but I'm hearing nothing about the crew having to pack up midway through production of the Christmas special, which suggests to me they weren't there anyway. The cuts at BBC Three were not a sudden thing. So I think the producers of DWC knew the end was coming, either that or they moved really fast to rejig the ending.

As for Doctor Who itself, Matt Smith's contract and the renewal for Season 7, coupled with its popularity worldwide makes it extremely unlikely TWORS was ever thought of as a "final" episode. Indeed I was discussing the episode with other fans and we've come to the conclusion that Series 6 is chapter 2 of a trilogy.

Baring any talking head interviews the last filming for Confidential would have been the 2nd Week of July, when the Cornfield stunts were done for Lets Kill Hitler.

There was some decent closure in the episode, but more in a "new leaf" kind of way. No one thought the show was ending (plus, they added more to the Doctor's tale with what to expect in the future).
