Do we know when the Emperor Dalek showed up on the rim? Was he ignoring that Dalek's Distress signal?
Of course we could always just say that in Van Statton's 2012, the events of 2009 hadn't happened yet.

Makes sense to me. No one has ever said the Doctor lives in a self-consist Universe, he's making changes all the time.
Perhaps we should consider we are always following the Universe and Time/Space from his uniquely subjective point of view.

We're talking about London here, probably the most CCTV covered city in the world. There still seemed to be plenty of people on the streets and all it takes is one person with a camera phone to snap a Dalek...one peson out of 8 million.
Seriously you only have to look at the news anytime there's a disaster, people can't wait to sent their pics and vids off to the BBC. Look at the Mumbai attacks last week, they had really clear photos of many of the attackers whilst the attacks were still ongoing.

I wouldn't be too surprised if the CCTV system was down due to the disruption caused by all the violence following the Cybermen invasion.
Sure, but who's to say that the info would go anywhere? One guy takes a picture of some weird-looking flying salt shakers, so what? People will just assume they're related to the Cybermen.
I don't think that's comparable. Remember, London was firmly under Cybermen occupation by that point -- it wasn't even an invasion, like the Doctor said, it was a victory.
I could easily see them going unnoticed by most of the population, or at least them not getting the kind of attention the Cybermen did. The Cybermen invaded and occupied the entire planet; the Daleks appeared in the skies for a few minutes and didn't even cause that much destruction.

Even if the vast majority of the population didn't notice the Daleks, some people would-- and Van Statten is a man obsessed with aliens who owns the Internet. There's no way he wouldn't know about them.
