Did the Borg ever give their opinion on holograms?

In 'Dark Frontier' we can see a Borg hologram of a human male during a conversation between Seven and the Borg Queen.

Wasn't that just an 'informational graphic'?

Yeah, it's basically a photo from an encyclopedia upgraded to the 24th century. It doesn't move or interact with anyone. And it's wearing swimming trunks for modesty.

What changed between Best of Both Worlds and First Contact in regards to Data being "useless" to being important!

I think their opinion is that holograms technological distinctiveness will be added to their own. Resistance is futile.

Didn't they need Data to unlock the ships computer or something? My guess is the Queen was just playing him.
