I'm sure that he found at least one real woman, but why would he need to hook up with a real woman? TNG and DS9 told us that holo-sex is common, enjoyable, and just as good as the real thing. Riker evens tells the bridge that he going to get some sweet holo-loving in the episode with Famke Janssen. Voyager even indicates that holo-companions are possible and, in some cases of extreme anti-social behavior, preferable alternatives to real relationships.
Barclay's problem was that he couldn't turn off the fantasy when he was finished and became addicted to the incredible sensations of power and joy. As a result of his addiction he became irresponsible in his duties. All that was required of him or any Federation citizen was to fulfill his duties and commitments. Once that was complete he was free to do whatever he wanted to do in his private life.
