This would've never have happened under Jellico's watch.

Oh fuck Jellico. Seriously, just fuck that prick.

If the investigation worked out what happened, then banning VISORs from sensitive areas would be a fairly obvious consequence.Assuming they ever figured out the part Geordi's altered visor played in the attack.
Or did Riker?
We learnt in season 2 that a court martial is compulsory if a captain loses their ship.
The events surrounding the loss of D where they are destroyed by the tinpot BoP was very farcical.
Picard let an emotionally unstable officer continue to serve whose lapses was instrumental in the kidnapping of the Chief Engineer. This team is too attached to each other for my liking, so it's deskjob for Captain Picard if I'm the one banging the gavel. Instead they get a slick new ship! This would've never have happened under Jellico's watch.

While I agree that realistically it would only go as far as an inquiry, Measure of a Man does claim that a court-martial is standard procedure when a ship is lost. Which makes the allegedly non-military Starfleet a hell of a lot more strict than actual militaries, but there we are.Court Martial is unlikely. I'd say board of inquiry which would likely lead them back to Georgi's visor which could explain one of the reasons for his implants by the time FC rolled around.
The one problem with that is Starfleet devising a "standard" procedure for such situations. It's "standard" for Starfleet captains to misplace their ships?!?![]()
Since it's pretty odd that court martial would automatically follow from the loss of a ship, with or without preceding inquiry, we might want to speculate that "The Battle" involved special, suspicious circumstances that Louvois just skips in her dialogue with Picard in "The Measure of a Man".
With ST:GEN, we don't have to speculate. An inquiry would reveal the role of "enemy agents" in the loss, quite probably warranting a court martial, if not for anything else, then for clearing LaForge's reputation.

It's likely that Starfleet has combined the board of inquiry and court martial into one procedure, and should the initial investigation stage find the Captain faultless they just issue a summary not guilty rather than dropping the case.
I think the real difference between the battles of ST:G and what happened with the Stargazer is that the Enterprise was actually destroyed. At least, half of her with the other half unsalvageable.
The Stargazer was still on fire when the crew evacuated, but wasn't shown to be destroyed. So it was presumed destroyed... in other words, "Lost".
I think that is why Picard got the court martial for that incident. A Starfleet that is 'lost' could theoretically be found by an adversary and that enemy would gain valuable intelligence on Starfleet.
And basically, that's what happened. Bok found it and who knows what knowledge he could have gained from the ship before writing that false Captain's Log.
If that movie indeed takes place during the war, then there has to be a major whitewash to explain why every single one of our heroes deserted, not only refusing to fight the Dominion but in fact directly aiding and abetting it. As nobody even bothers to mention any signs of an ongoing war, or worries about losses or outcomes, or expresses a desire to contribute, it seems our heroes just plain didn't care.

RIKER: The diplomatic corps is busy with Dominion negotiations.
PICARD: Oh, so they need us to put out one more brush fire. Can anyone remember when we used to be explorers?
[Enterprise-E turbolift]
RIKER: Deck ten.
PICARD: Yew-cheen chef-faw.
TROI: Remember, they have a significantly less advanced technology than ours. They only achieved warp drive last year.
CRUSHER: And the Federation Council decided to make them a protectorate so quickly?
PICARD: In view of our losses to the Borg and the Dominion, the Council feels we need all the allies we can get these days.
RU'AFO: Federation support, Federation procedures, Federation rules. ...Look in the mirror, Admiral. The Federation is old. In the past twenty-four months, they've been challenged by every major power in the Quadrant. The Borg, the Cardassians, the Dominion. They all smell the scent of death on the Federation. That's why you've embraced our offer, because it will give your dear Federation new life. Well, how badly do you want it, Admiral? Because there are hard choices to be made. Now! If the Enterprise gets through with news about their brave Captain's valiant struggle on behalf of the defenceless Ba'ku, your Federation politicians will waver, your Federation opinion polls will open a public debate, your Federation allies will want their say. ...Need I go on?
When in DS9 did we see/hear of negotiations?
In "STATISTICAL PROBABILITIES", Starfleet was contacted by Weyoun, and they were almost going to go to with the agreement until the Jack Pack figured out their true motives.
And, of course, the Federation would likely tirelessly attempt diplomacy.
don't know if he should've been court martialled for losing the enterprise but he should've gotten a jail sentence for getting Kirk killed (and then covering it up)
