Did Janeway Get Shorted in the Later Seasons?

Neelix was ok. The role wasn't that meaty, especially in the later seasons, but the actor did well with what he got.

he had some good "meaty" scenes, like in Jetrel, Rise, Mortal Coil....

I think it worked better that way. By truly being "On the outside," Neelix was more 3-P0 and less Data.
