They didn't need it. The stigma of being bald was no longer an issue.Explain to me why Humans have not found a cure for baldness by the 24th century....

Yeah, we do see Picard show some inkling of regret in that TNG episode when he reverts to himself as an adolescent with a thick head of hair. When he is restored, his first thing to do is rub his hand across the top of his head... almost like "damned, I lost the hair." But then, it could have just been a quick way to check himself that he did get restored. And perhaps just felt a tinge of remorse in losing his youth once again.
But what got me really annoyed was seeing the Borg in the first place. They didn't belong there. The Enterprise crew in TNG were the first of the Federation to encounter the Borg. The NX-01 should never have seen them. But then, liberties were being taken all over the place, because... well, the whole show was just a simulation in a holodeck run by Riker, who at the end decides to participate a little in it.
