Dialogue during Captain James Tiberius Kirk's speech regarding "risk"

Good afternoon, all.

I was watching a cut (extended version?) of the scene where Kirk makes his case on why the risk of joining with the alien precursors was acceptable...necessary, even. During that scene, there was a bit of dialogue delivered by Kelley that sounded unusually quiet compared to the usual speech on this show; I thought this was odd, because nearly everything on television back then was exaggerated in order to be noticed on tiny screens (some of which were still monochromatic) and "humble" speakers. Was this a mistake by the sound department or was it meant to be understated/quiet compared to Shatner's delivery?

Edit: In the title of this thread, "speed" ought to be "speech". If a moderator could correct that mistake, I would appreciate the gesture.

Can you provide a link to this extended scene? I assume it was not in the final version of Returm to Tomorrow. Thanks.
 
If Kelley's line was quieter than the dialogue is supposed to be, then maybe you were viewing an outtake. If Kelley was just putting his words in there to assist in Shatner's shot, then he wouldn't need proper mic coverage. He'd be mic'd when they pick up McCoy's camera angle, I'm guessing.

Not hearing it Though as Kirk speaks his voice does get louder as he drives home the point.
