No, 0718 is in Starfleet and wears clothes - New Humans did neither.
The New Humans weren't any different in terms of physical structure - they were just basically neo-hippies who liked to walk around naked (and some were able to form a rudimentary group mind). They hated Starfleet, and basically any kind of authority structure, on principle.

And, btw, they didn't make up these numbers to "piss off" anyone. 0514 is Abrams's grandfather's birthday, and I'm sure that 0718 is a significant personal date for him as well. To think this is purposely meant to make fans angry or some such nonsense is absurd.
I was guessing that this is what they thought, or why would have numbered it differently. That you disagree with them doesn't mean it wasn't the reason.

I like that. Who's to say that only humans play with cybernetics? Maybe the Deltans have been doing it for years and got one of theirs online and in Starfleet in this timeline before Soong did, and made him in their image...just like Soong did.
And, being of Deltan origin, I'm sure he's "fully functional" and "programmed in multiple techniques".
