Because the spambots have almost achieved sentience.
Seriously though, they have become pretty damn savvy at overcoming obstacles placed to block them. Another site I know of had to shut off new registrations in order to keep them from flooding the site. I don't know if they found a solution yet... but I see new registrations are still tuned off.
