I remember this book now. Used to see it on the shelf at the book store all the time and remember reading the synopsis and deciding to pass on it. Now I'm glad I did.

I think the issue is that it had promise. However, it got bogged down in ridiculousness, among other things.

Yes. He apparently smuggled real alcohol on board...and programmed it into the replicator. Or something. The book isn't clear, as the most important part is that Troi gets drunk and has one hell of a hangover. (As well as alcohol poisoning, apparently. From three martinis).
