Deanna Troi's appearance in Voyager

I didn't mind Barkley and Troi's appearances. I wished a few more could have appeared on that show. They needed Data to appear in Author Author when they were defending The Doctor's rights. I think it would have made The Doctor's fight more solid.

On one hand, that would have been an appropriate use of a guest star, but on the other hand I think it would have taken away from it being the Doctor's episode about defending his own rights and sentience. With such a well known character as Data, it could have overshadowed the Doc's storyline. But I still would rather have seen Data than Troi or Barclay.

No, they needed a nice feminine voice for the countdown, and they couldn't get Majel to do it because it wasn't a Federation computer!

It gets on my nerves that Reginald Barclay got to be in like several Voyager episodes but Deanna Troi only got to be in three.

Why was that?

Well, because all of the episodes Deanna Troi appeared in, she did so in the role of Reg's psychatrist (which is why he's in those episodes). The series had a kind of semi-arc for Reginald that connected him to the Voyager storyline, but the only role they had for Deanna was to be one of Reginald's sounding boards.

I was fine with Troi in both Voyager and Enterprise, personally, and the same applies to Reg Barclay, who I always kinda liked anyway.

If I put my sexist cap on, which lets me understand how "they" thought "back then". I'd have to believe that the network would be afraid that the fan base had a strict "conservation for the respect of female authority figures" that if Deanna shone even a little that it would dim Janeway at the very least proportionately.

What else would make Janeway shine brighter rather than have her match wits with a bumbling dufus guy?

You can't give the fickle audience a superior alternative and expect loyalty.
