Well, he's going to be appearing a second time, so he's not a rando. And his one scene with Georgiou in "Die Trying" stole the show.

I don't think he's Control, or a Borg, or Odo (that last one would be in poor taste given Rene Auberjonious' passing). But I do think he's Section 31 or whatever emerged from it or was inspired by it.

I think he may be a AI creature like Control, but more calculated and restrained, less irrationally destructive. Even more out there, could also be and/or Enterprise's infamous Future Guy...

My theory is he's some sort of specialist regarding alternate realities. He was specifically dealing with Georgiou because she was from the Mirror universe and in the Terra Firma preview

I'm calling it: The Guardian of Forever is actually Kovich. He took over Section 31 and ended all time travel because he was tired of people messing with his turf.

I will await my award when this is all revealed.
