As for why he didn't give him self up for dissection? Wasn't his problem was that the Maddox's research wasn't yet likely enough to produce results...if Data did go with him, there would be neither countless nor one sentient android in the universe - no good either.
Plus, for combat alone, do you really need sentient androids to man ships? This is the same problem I had with sentient holograms being enslaved for mining on VOY. Aside from the precedent from "Measure of a Man" of artificial life being accepted as sentient being ignored, it's like using supercomputers only for figuring out what tip to leave the waiter. The whole thing is absurd, the Federation creating not tools but s-l-a-v-e-s!
