Dalek Telepathic Translation Circuit.

Daleks eventually have comparable technology to the Time Lords, but I doubt that they would apply translation as neutrally as the Timelords, hell I don't think that the Time Lords would supply translation as liberally as the Doctor and his TARDIS does to every new local they happen upon, without Orwellianly manipulating every conversation within a thousand miles of their beachhead suddenly mysteriously leaning towards approving certain Time Lord Victory.

Remember Clara trying to speak Dalek?

Although, remember Martha seeing that Dalek speaking German in season four?

Point is, if a weaponized Dalek telepathic translation circuit could permeate over most of a battlezone, until speeches like "We have not yet begun to fight" or "We will fight them on the beaches" or "Better dead than Red" could be understood by the as yet unmilitarized and nonmobilized proletariat as "We have not yet begun to surrender" and "we will surrender to them on the Beaches" and "Better off dead".

I can only imagine that when Daleks and Timelords fight, that while they fight physically and temporally against each other that there is another less obvious psi-ops warfare in play pushing at each faction to trick the other into yelping their enemies praise, glory and commendation, and that goes doubly so for whatever poor bastards who are accidentally trapped between those two massive war machines.

Food for thought.
 
Daleks are portrayed as using a battlenet rather than telepathy, they download and assimilate local data and where that isn't possible they just shout loudly in English and expect to be understood.

I like the idea though.
