Being held back from a promotion for a long time as being “Harry Kim’d”

The person keeping an ensign from being promoted would be Kimpeding them.

Except there's probably a ton of officers in Starfleet who get promoted slowly or not at all... because they're just mediocre, incompetent, or troublemakers.

The slang term "being Harry Kimmed" probably came into existence around 2385, when Harry received his own command. It was for the officer who stayed a long time at one rank due to circumstances beyond their control, then rocketed up through the ranks once the impediment was cleared.

A related phenomenon, called "Rikering yourself", was when an officer shot up through the ranks, then stopped stone cold because they didn’t want to leave a given post.

And last but not least, there was the Data Snub, where a person does something that rates a promotion, and mysteriously fails to receive it, while a far less deserving person gets promoted past them.

The unit for (electric) impedance , like for ordinary resistance is the Ohm (but usually represented as a complex number).

I would propose Starfleet introduces Kimpedance as a measure for how long someone stays an Ensign, with the Slohm as a unit. And yes, perhaps it needs to be 'complex' too (to account for more than one reason why someone is not making it to Lt. Jg., either incompetence or an obstructing senior offficer.)
