The point of an Emergency Hologram was to be used in case of an emergency. It's kinda in the name. Voyager used their EMH because they lost the entire medical staff, and yeah, I get it, Rios doesn't want a crew, so he's abusing emergency holograms for that purpose.
So, an EMH seems logical (to keep everyone healthy and alive). An ENH would be used to navigate to the nearest starbase. An ETH to keep from getting blown up in the middle of a battle when your Tac Officer is out of commission.
But what the heck is an Emergency Hospitality Hologram for? Why would you ever need a hologram for a "hospitality emergency"? I assumed it would be just another hologram and Rios was just changing its objectives, but he said it came with the ship and that he hates hospitality holograms.

It's for when the in-laws come over. Or that annoying cousin that always asks for money. You definitely need to escape, and an Emergency Hospitality Hologram will entertain the annoying guests for hours, or even days if need be.
