Could the EMH relieve Janeway?

Chakotay "Captain, you're clearly in no medical condition to make command decisions right now. Lieutenant, escort Captain Janeway to her quarters!"
Janeway "Your orders are to escort Commander Chakotay to the brig, and disable the Doctor's program."
Lieutenant (Thinking) "FUCKFUCKFUCKFUCKFUCKFUCKFUCK"
Lieutenant: [thinking] Hang on, with no Chuckles on duty, Tuvok becomes Exec, and I'm in line for a promotion to Security Chief. On the plus side we can wipe all the crap from the EMH's programme and he can go back to being the medical equivalent to a light bulb, only on when we need it. [out loud] Aye-aye Captain! [draws phaser] You heard her, Commander.
 
The military doesn't follow seriously this type of jurispudence practiced by the medical profession. The officers rank is much more important.
One can create some 'ifs'. If the doctor was a human the captain and officers might be obligated to have her dismissed for awhile and then she would he called back. The doctor only gave viable decisions as an ECH as seen in Tinker Tenor Doctor Spy. If he was a much stronger ECH the officers might be forced to agree.
 
Granted the writers probably would've forgotten about him, but still you'd always know that he was lurking somewhere in the background...ready to pounce.

Well if killing is too much then how about shipping him off? He could've stayed with the 37s, or hooked up with Seska and decided to take over the Kazon Sects and have tons of scaly-tattooed babies.
