Could Scotty still give orders in Relics?

Based on real world armed forces with ranks and all that, could Scotty immediately give orders in Relics after presumedly being considered dead for almost eight decades?
Discussed above I'm sure, but succinctly: No.
  1. He's retired.
  2. He's not part of the Enterprise's chain of command.

Apologies but this post deeply confuses me. Since Kirk's mission wasnt in 2927 and 1446 and 1872 are not 23rd or 20th centuries I'm obviously missing something.
 
Not officially, given that he was retired and a century out of date. However, if some catastrophe wiped out the entire senior staff of the Enterprise and the Riker wannabe from 'Lower Decks' was left in command of the ship, he would do well to listen to Scotty's advice and lean on his experience in his own exercise of command.
