Could Janeway give Naomi Orders?

Janeway has extensive legal authority and Voyagers database is legal tender until it's updated by handshaking other federation data bases... Which are logically on every personal mobile computer, ship, starbase, colony and subspace radio booster relay.

Registering on Voyager was akin to registering on Earth.

Even with Subspace radio, the post modern world, is much like the ancient world where one end of the empire just has to take it on faith that the other end hasn't been over-run by barbarians until the couriers and mail arrive to assure one that "some" of the empire was still standing a month ago.

Exactly. Janeway, being a captain in Starfleet, has full authority to do these kind of things on the Federation's behalf. She is in charge of a swath of Federation territory, so she is therefore empowered to preside over whatever occurs ON that territory.
 
Janeway is a police woman and ambassador who is pretending to be the mayor of a small city in space. Actually it's more like she's pretending that she isn't the mayor of a small city in space. For some reason she's still pretending she's just a Starfleet Captain.

Opposed to being counterfeit or out of date, which amounts to the same thing if you're trying to use expired pass codes to deactivate a minefield or find safe harbour with an allie that just bombed Andor a few days earlier.

Janeway's crew traded fiction for advanced technology once.

I wonder if Janeway would feel comfortable trading all the Porn in the federation database for something she really needed? A few centuries of Porn must have been on the Think Tanks wishlist when they were trawling for goodies.
 
Is Naomi a Federation citizen?
I was born on a US Air Force base in Germany (West Germany actually) to two American citizens, I was a US citizen from birth. If I had been born on a foreign flagged ship in international water, still a US citizen from birth. Not from the time paperwork was filed or registered.

Naomi would have citizenship through both her parents homeworlds, both I believe, Federation members. Captain Picard was (IIRC) said to be a French citizen, so Naomi's citizenship might be also to a nation or state on each of her parent homeworlds. Being a citizen of a Federation member, gives you Federation citizenship (guesswork).

Growing up on various military bases, children are subject to lawful instructions from military personnel, officers and enlisted.

In the case of US Navy ships, they are property, and not "territory." Starfleet ships might have a different status.

The only other time we've seen Naomi's species was in TNG The game when they tried to steal the Enterprise by getting the crew addicted to a cg version of cup and ball.

But then all the countries in the European Union seem proud about being members of the European Union as well as their own distinct countries.

NATO is mostly a military organization, not a political organization, so it would be odd. However, it still works. Additionally:

I am a citizen of the State of California. California represents me in national matters. California is politically aligned with the United States of America, a federation of sovereign states.

I am a citizen of the United States of America. The USA represents me in international matters. The USA is politically aligned with the United Nations, a federation of sovereign nations of the planet Earth.

I am a citizen of Planet Earth. There are no known interplanetary governments for the UN to send representation to, but if there were I would imagine that to be a (gasp) federation of planets. Probably a united one. Like, for example, a United Federation of Planets.

The only reason it seems odd to think of yourself as a citizen of Earth is because to our knowledge, There are no other planets for us to be citizens of instead. Actually, many scientists predict that the discovery of extraterrestrial life would be a driving force towards uniting humans behind a single banner, something which would probably end wars on Earth. Which sounds an awful lot like what was mentioned in ST:FC!

The reason it seems odd to think of oneself as a citizen of Earth is because, thus far, there is no such thing. Calling yourself a “citizen of Planet Earth” doesn’t make it so.

It's mostly fairly recent members that haven't yet adopted it, aside from a couple like the UK and Sweden.

and you won't find many Brits who want to switch to the Euro, particularly now!

How on earth did we drive this conversation here?

I know it sounds draconian, but Captain Janeway, not that it would have changed her behaviour, but it would have kept her legally supported after the fact if she would have declared martial law aboard Voyager.

Under a state of martial law, I believe that even Naomi would have to do push ups if anyone of a significant (any at all really) rank ordered her to do so.

I was watching the haunting of Deck 12 Yesterday (I was curious about Tal celsts other episode.) and Kim was all sad because he thought that he had given an order for Neelix to stay put which had gotten the hedgehog killed.
