Given that this is home-made movie footage of someplace that's apparently not California (see the flags) I'm guessing this has something to do with that.

My hope is that Canadian channels/networks will carry his show, as TBS is now blocked off of Canadian cable/satellite systems.

Not so much blocked, but not carried. We have Peachtree TV, the local Atlanta version of TBS, which is a poor substitute as it doesn't carry the same things as TBS. My guess is that it will appear on the Comedy Network.
