It was never quoted as such by our heroes, so I guess it's quite possible that a Space Parakeet once ate a thousand ships for breakfast, or a spatial twist caused the entire 5th Fleet to fly into a star and burn. Space does have a reputation of being dangerous in Star Trek, and Starfleet is considered an employer full of risky surprises.
Starfleet has also apparently fought many, many wars - it's just that the Dominion one was the first one to happen onscreen, that is, to our heroes (and not to the guest stars or offscreen nobodies) and during the time period when the cameras were following them (and not during their formative years or something). There's lots of potential there for military disasters, be they bloody battlefield defeats or humiliations of other sorts.

Agreeing with Timo--but I'll say it's pretty clearly the worst since Wolf 359.
What I don't get is why the Breen didn't use their wunderwaffe to blow up Earth, then demand the surrender of the UFP or Vulcan (Andor, Tellar, Betazed, X) gets it next.
The energy dampener bugs me anyway, however, because it's so difficult to imagine any physical process that would actually do that.

Same reason the Borg only send one cube at a time to attack Earth
Anyway, Chintoka 2 may have been the worst battle we know to have happened, but a lot of bad stuff went down between Call to Arms and A Time to Stand - could be that Starfleet suffered worse defeats in that period.
I vaguely remember it being revealed in A Time to Stand that something like 100 ships had been lost in some off screen battle (the scene where Sisko smashes the table top with a PADD).
