The TOS novels are stand-alones with a beginning middle and end all in one novel and the 24th century series have the developing story arcs. Sure, I wouldn't mind maybe one stand-alone novel in the 24th century a year, perhaps set during the run of one of the TV series. After all, the 23rd century gets both stand-alones (TOS) and developing arcs (Vanguard and The Seekers) so a stand-alone 24th century novel could be a good idea. But otherwise, I'm satisfied with the annual assortment as it's presented.
