Barrett was good in role of the cringeworthy, overbearing mother. She worked the role that was specified for her well. She's supposed to be cringeworthy; a kind of flamboyant, indiscreet aristocratic mother-type you might catch in 1920s society circles. It's possibly a type of character that was more prevalent in the 80s/90s and hasn't survived well.
Her DS9 episodes are a bit maudlin and she's kind of lumped onto those episodes but her TNG stuff I think is effective -- as long as appropriate time has elapsed between watching the episodes in which she appears.
