I think the reason for their presence was summed up when Laris complains that the Federation has forgotten what Picard did, and then adds, "We have not." They honor Picard's efforts on behalf of the Romulans, but also know that his failure could make him a target. So they choose to stand alongside him to protect him.

I love these characters!

These two are great characters, I hope they'll be back at some point.

According to IMDB Jamie McShane is in episode 8 of season 1, but Orla Brady is only listed as being in episodes 1 to 3. I know IMDB isn't the most reliable source of info at times, but if it's true then I really hope they're not going to make Zhaban a bad guy who's still with the Tal Shiar as someone on another forum suggested.

The Picard Countdown comic book explains a bit more about them, but it would be nice to see a Star Trek Short giving us some more background, or a glimpse of what they're up to while Picard is away (I like to think they're helping him behind the scenes somehow and not just harvesting the grapes at the vineyard).

Picard looks more bad-ass here than he ever did in First Contact, Insurrection, and Nemesis. Him and Mike Earmantraut from Breaking Bad and Better Call Saul. Two old guys you don't want to mess with.
