I could see them bringing Jellico back. Just seems like too good to not go there. Or go deep cut and get a character from the TNG episode "Lower Decks."
Harry Kim would be cool, but that would be a twist for him to make it to captain while Paris is still a lieutenant. So I could see Tuvok getting the nod before Harry.
Tom Riker, though its out there as a choice. Jonathan Frakes is already working with the Lower Decks crew and this would give them a chance to tie up the loose string of Tom Riker's fate. I see Wesley as another out there choice.
Other choices that come to mind: M'Ress, Arex, Sulu (Hikaru or Demora), Chekov, Uhura, Saavik. Liked the suggestions of Calhoun and Lefler.
I'm hoping Worf is captain of the Enterprise-E. And I'm holding out hope for a Captain Worf series (on the Enterprise-E or F) or a long arc in Picard Season 2 or 3.
While not impossible, the Cerritos seems like it would a bit of a downgrade from the Cairo and the Enterprise-E for someone who has been a full Captain for between eleven and twenty-four years at that moment (Treklit had him be promoted to RADM c 2373 after between four and sixteen years of his captaincy).
Of the Voyager crew, Tuvok seems like a credible choice. Tom Riker and Wesley rather less so, but neither are impossible.
I think we can discount any TOS characters for similar reasons to Jellico but more so (the youngest of the group is Saavik, a 117-year old veteran with decades of command experience).
Agreed about Worf, although I'd also be onboard with him appearing in his diplomatic role in response to the Pakled/Klingon entanglements of the season.
