If the captain is the star of the show, then the captain will probably go out on cases. I mean, heck, look at Batman -- the actual commissioner of police is routinely on the scene of any given street crime that Batman takes notice of, regardless of all the other responsibilities on a commissioner's plate. (At least the '66 TV Gordon had Batman come in to his office.) And then there are shows like Quincy, CSI, and iZombie, where medical examiners and crime lab techs are on the frontlines of investigations despite the massive conflict of interest.
This is an easy fix.
You see, Castle finds this magical Incan artifact, and....
Gates only appeared in half the episodes anyway. Not like she really did anything on the show. Actually, outside of the main four, the show really struggles to give the other regulars something to do. And if you look at all the cop shows, the captain/lieutenant gets the least amount to do -- Forever, Gotham, Elementary, NYPD Blue.

Come to think of it, I'm watching old Nash Bridges episodes - he's head of his unit and he's out on every case. Feh, what the heck.

On Elementary the Captain goes out to crime scenes half the time.... and still has very little screen time to show for it!
