Actually the truth is stranger than fiction.
It's the US government.
I watched a program years ago on UFOs and this was brought up, they had the rancher say he saw these weird lights. So one day he was up and got to the weird lights, turned out if was a military helicopter.

My guess is also covert testing for radioactive contamination dating from the A-bomb tests in the 50's. Pretend it's aliens doing it and don't pay the farmers squat in compensation.
Well it's an explanation that doesn't seem as ridiculous as the ones that involve aliens. Perhaps hauling a quarter-ton beast away by helicopter isn't very practical.

Perpetuate the alien story. It's the single greatest cover story for countless illegal, unethical, black, gray, and other classified projects of the US government, military, and intelligence agencies.
People going missing, strange craft in the skies, bizarre animal deaths... all can be explained away with a denial and a link to an "alien conspiracy."
In this case, say terrorists or the military unleashed a bio/chem weapon in the area which lead to these animals dieing. You send in a few government guys to take the genitals and bingo, no need to report the truth.
