it's a ridiculous relationship but I think it all got started when they slept over night in that forest in the episode before endgame and she said "I'm cold" and he spooned her gentlemanly and she thought that was peachy.

Nah. He asked her to Talaxian Stir Fry in a Flash at the end of Human Error. She said no then, but Chakotay doesn't take no for an answer. After all, he pined after Janeway for years like an idiot, a couple of weeks of nagging Seven wouldn't be any skin off his back.
